RFQ Solar Power Development Plan

The purpose of this solicitation is to select a professional solar power development firm with extensive experience and skills in: • the development, design, and engineering of multiple large solar power facilities in Arkansas; • the procurement and construction of differing types of solar power plants including roof- mounted fixed tilt, ground-mounted fixed tilt, and ground mounted single-axis tracking systems; • different procurement strategies including availability of an Arkansas General Contractors License and being a Qualified Provider/Energy Services Company under the Arkansas Energy Performance Contracting Program; • the turnkey delivery of large solar power plants to clients; • the operation and maintenance of large solar power facilities; • acquisition of real estate necessary for siting of greenfield solar power plants; • permitting and zoning of solar power plants; • compliance with all relevant Arkansas laws applicable to the development of solar power plants including Net Metering Statutes and Regulations; • successful participation in dockets before the Arkansas Public Service Commission; • meter aggregation under the Net Metering Statutes and Regulations of the State of Arkansas; • development of remote site solar power plants under the Net Metering Statutes and Regulations of the State of Arkansas; • multiple financing strategies for ownership of solar power plants so as to maximize the value to the client
